成都的7月，往往雨水充沛，今年也不例外。7月9日下午3点，又是一场瓢泼大雨袭来，此时位于人民南路四川大学生物治疗国家重点实验室的会议室里传来阵阵热烈的掌声，雨声仿佛成了会议完美的背景音乐。

There is usually plenty of rain in Chengdu in July, and this year is no exception. At 3 p.m. on July 9, a downpour broke out. With the sound of rain as the perfect background music, bursts of warm applause came from the conference room at the State Key Laboratory of Biotherapy at Sichuan University, located on Renmin South Road.

此时，尼泊尔驻华大使马亨德拉·巴哈杜尔·潘迪、孟加拉国驻华大使马赫布·乌兹·扎曼、巴基斯坦驻华大使莫因·哈克、斯里兰卡驻华大使帕利塔·科霍纳等大使代表团正在中国外交部及四川省外事办工作人员的陪同下对四川大学华西医院（以下简称“华西”）进行访问。

At the moment, the delegation of ambassadors from several countries, including Nepali Ambassador to China Mahendra Bahadur Pandey, Bangladeshi Ambassador to China Mahbub Uz Zaman, Pakistani Ambassador to China Moin ul Haque, and Sri Lankan Ambassador to China Palitha Kohona, was visiting the West China Hospital (WCH) of Sichuan University, accompanied by the staff members of the Foreign Affairs Office of Sichuan Province and the Ministry of Foreign Affairs of China.

大使团为何专程到访华西？作为中国应急救援经验最丰富的医院之一，华西近年来多次参与相关国家减灾救灾工作，在疫情防控中派出多支医疗队奔赴抗疫一线开展医疗救助；作为知名研究型临床医学院，华西为亚洲多个国家培养的400多名专业医疗人员，绝大多数都已回国成为医疗卫生领域的中坚力量。这一切都使华西与这些国家建立起了密切的联系和情谊。

Why did the ambassadors visit the hospital? As one of the hospitals with the richest experience in emergency rescue in China, the WCH has participated in disaster reduction and relief work of related countries for many times in recent years, and sent several medical teams to provide medical assistance in the front line of pandemic prevention and control. As a well-known research-based clinical medical school, the WCH has trained more than 400 medical professionals for many Asian countries, most of whom have become the backbone of the healthcare field in their home country. All these help the hospital and these countries establish a close connection and friendship.

会议期间，大使们对目前疫苗的研发、临床试验及后期应用等方面展开了热烈讨论，并希望进一步加强在人才培养、文化交流、科学研究、医药卫生等领域的合作。会后，大使团参观了华西生物治疗国家重点实验室，进一步实地了解情况。

During the meeting, the ambassadors had a heated discussion on the current R&D, clinical trials and later application of vaccines, and hoped to further strengthen cooperation in the fields of talent training, cultural exchanges, scientific research, medicine and healthcare. After the meeting, the delegation visited the State Key Laboratory of Biotherapy to learn more about the situation on the spot.

大使来访只是近年来华西诸多成功的国际合作交流的一个缩影。华西的国际合作历史由来已久，源远流长。

The visit of the ambassadors is just a microcosm of many successful international cooperation and exchanges of the hospital in recent years. The hospital has a long history of international cooperation.

追溯历史，华西起源于西方教会于1892年在成都创建的仁济、存仁医院；华西临床医学院起源于1914年的华西协合大学医科。华西国际化办学的历史由来已久，建成后多位名师如莫尔思、林则、唐茂森、米玉士、吉士道、安德生、苏道璞、刘延龄等来自剑桥、牛津、哈佛、耶鲁等院校。学校也聘请前清优贡、举人、进士、翰林等作为国学教员，如成都著名的“五老七贤”。学校管理体制仿牛津、剑桥，课程设置按哈佛体系。据《华西医科大学校史》记载，从1922年起，华西协合大学的医科毕业生可获得中、美两国同授的医学学位，这在国内外医学史上都相当罕见。

Tracing its history, the precursors of the WCH, Cunren and Renji Hospitals, were set up by the western Christian missions in Chengdu in 1892. In 1914, the School of Medicine of West China Union University was established and both Renji and Cunren Hospitals became the teaching hospitals of the university. Later, it was officially named the West China School of Medicine/West China Hospital of Sichuan University till now. The WCH has a long history of running the school in an international way. Many famous teachers such as William Reginald Morse, Ashley W. Lindsay, J. E. Thompson, Edwin Nelson Meuser, Harrison J. Mullett, Rog M. Anderson, Clifford Morgan Stubbs and Gordon R. Agnew came from Cambridge, Oxford, Harvard, Yale and other foreign universities. The school also hired Yougong (tribute students of excellence selected from among the provincial government students and given the privilege of a “scholarship” in either the National University (Taixue) or the Directorate of Education (Guozijian) directly), Juren (successful candidates in the imperial examinations at the provincial level), Jinshi ( successful candidates in the highest imperial examinations) and Hanlin (a member of the Imperial Academy (Hanlinyuan)) in the Qing Dynasty as teachers of Sinology, such as prestigious people of traditional culture in Chengdu. The school management system was modeled after Oxford and Cambridge, and the curriculum was set up according to the Harvard system. According to The History of West China University of Medical Sciences, since 1922, medical graduates of West China Union University were entitled to a medical degree conferred by both China and the United States, which is quite rare in the history of medical sciences at home and abroad.

进入新世纪后，华西在国际化的道路上并不满足前人的成绩，一直坚持探索、创新和大胆实践。

In the 21st century, the WCH has been insisting on exploration, innovation and bold practice on the road of internationalization, based on the achievements of predecessors.

新冠疫情下的国际合作与交流

International cooperation and exchanges amid the COVID-19 pandemic

2020年以来，新冠疫情对国际合作与交流的影响很大，人员访问几乎停滞、合作开展困难重重。面对此种情况，华西仍在不断努力思考和探索在疫情下该如何维持、开展以及拓展国际合作与交流格局。

Since 2020, COVID-19 has had a great impact on international cooperation and exchanges. Personnel visits are almost at a standstill and cooperation is fraught with difficulties. In the face of such a situation, the WCH is still trying to think and explore how to maintain, carry out and expand international cooperation and exchanges amid the pandemic.

华西从一开始就密切关注国际疫情形势，对受灾严重国家的合作伙伴机构和人员进行援助，树立了良好的国际形象。

It has been paying close attention to the international pandemic situation from the very beginning, providing assistance to partner agencies and personnel in the worst-hit countries, and establishing a good image in the world.

华西多次组织有关疫情防控、新冠重症治疗等方面的线上国际研讨会议，与意大利、西班牙、埃及等国的医学专家分享华西抗疫经验；同时，华西还承担了数次重要的国家援外任务，派出专家团队19人援助意大利、埃塞俄比亚、吉布提、阿塞拜疆等国抗疫；华西还组织人员紧急编撰并翻译了大量防疫指南，如《新冠肺炎疫情医疗机构防控指南》《新冠肺炎防控医院护理工作指南》等，分享给国内外需要的机构和人员学习。在这些交流过程中，华西不仅巩固了与“老朋友”的合作关系，还交到不少“新朋友”，为后疫情时代的合作打下了坚实的基础。

The hospital has organized many online international conferences on epidemic prevention and control and treatment of severe COVID-19 cases, sharing its experience with medical experts from Italy, Spain, Egypt and other countries; undertaken several important foreign aid missions, sending expert teams of 19 members to Italy, Ethiopia, Djibouti, Azerbaijan and other countries to help fight the epidemic; and organized the staff members to promptly compile and translate a large number of epidemic prevention and control guidelines, such as COVID-19 Prevention and Control Guidelines for Medical Institutions and COVID-19 Prevention and Control Guidelines for Hospital Care, which were shared with institutions and personnel in need at home and abroad. In the course of these exchanges, the WCH not only consolidated the partnership with “old friends”, but also made many “new friends”, laying a solid foundation for cooperation in the post-pandemic era.

作为全国科研实力最为雄厚的医院之一，华西迅速组织研究团队，进行科技攻关，研发“四川造”病毒快速检测试剂盒及新冠疫苗。由华西医院魏于全院士团队研发的重组蛋白新冠疫苗，基于结构生物学的精准设计，靶向新型冠状病毒与人体细胞的结合部位，利用昆虫细胞在培养液中大量繁殖，将新冠病毒的基因引入昆虫细胞，生产出高质量的重组疫苗蛋白。该疫苗是中国高校研发中最早进入III期临床试验的，研究成果已在《自然》杂志发表。疫苗试验离不开国际合作，目前，华西正在同日本、尼泊尔、肯尼亚、印度尼西亚、巴林、白俄罗斯、乌兹别克斯坦、墨西哥等国家进行合作该疫苗的III期临床试验。

As one of the hospitals with the strongest scientific research capacity in China, the hospital quickly organized a research team to make scientific and technological breakthroughs and develop a rapid virus test kit and COVID-19 vaccine made in Sichuan Province. The recombinant protein COVID-19 vaccine, developed by Academician Wei Yuquan’s team from the WCH, is based on the precise design of structural biology, targets the binding site of the novel coronavirus and human cells, uses insect cells to multiply in culture medium, introduces the genes of novel coronavirus into insect cells, and produces high-quality recombinant vaccine protein. The vaccine is the first to enter the phase III clinical trials among those developed by Chinese universities, and the research results have been published in the journal Nature. International cooperation is essential for vaccine trials. The WCH is currently collaborating with such countries as Japan, Nepal, Kenya, Indonesia, Bahrain, Belarus, Uzbekistan and Mexico to conduct phase III clinical trials of the vaccine.

华西与梅奥的6年友谊

Six-year friendship of the WCH and Mayo Clinic

2021新年伊始，一张题为“The amazing healthcare heroes of West China Hospital came to our rescue.”（华西医院卓越的医护英雄对我们伸出援手。）的感谢牌匾经历了一个月漫长的邮寄，终于漂洋过海从美国梅奥医学中心（以下简称“梅奥”）抵达华西。虽然从外观看来，这只是一块普通的牌匾，但背后却记录着两家国际顶级医院6年来的深厚友谊。

At the beginning of the New Year, a thank-you plaque, inscribed with “The amazing healthcare heroes of West China Hospital came to our rescue”, from the Mayo Clinic in Rochester, Minnesota, the United States finally arrived at the WCH after one month in the mail. Behind the ordinary-looking plaque is a record of the deep friendship between the two international top hospitals over the past six years.

海外新冠疫情初期，在医疗防护物资极为匮乏的时刻，华西第一时间向梅奥等国际合作伙伴捐助了口罩、面屏、防护服等防护物资，并积极促成华西-梅奥双方就新冠救治工作开展多次线上交流。两院急诊、重症专家针对新冠肺炎的临床特征、早期评估与预警、发热门诊管理模式、重症患者处理方案等内容积极讨论研究；双方在新冠防治领域合作成功申报多项合作课题，进行了包括基于大数据的新冠肺炎早期评估和发热门诊管理模式及智能化筛检及其医疗资源配置的模式探讨等联合研究，共同开发新冠肺炎急诊预警模型两项：重症肺炎新冠预测模型和新冠肺炎患者入住ICU预测模型。

In the early days of the COVID-19 outbreak overseas, the WCH immediately donated protective materials such as masks, face shields and protective suits to Mayo Clinic and other international partners, and actively facilitated many online exchanges between the hospital and Mayo Clinic on COVID-19 treatment. The emergency and severe case experts of the two hospitals actively discussed and studied the clinical characteristics of COVID-19, early assessment and warning, fever clinic management model, and treatment plan for severe patients. The two sides have successfully applied for a number of cooperation projects in the field of COVID-19 prevention and control, conducted joint research including the early assessment of COVID-19 and the management model of fever clinics based on big data, as well as the tentative study on the model of intelligent screening and examination and medical resource allocation, and jointly developed two emergency warning models for COVID-19: a severe pneumonia coronavirus prediction model and a prediction model for ICU admission of COVID-19 patients.

梅奥是世界顶级医学机构，华西与梅奥的合作属于强强联合，双方都受益良多。抗疫无国界，华西与梅奥在严酷的疫情下依然保持密切的合作。为感谢华西在疫情中的帮助，梅奥专门从美国制作并寄送了这块“友谊之匾”。

The WCH and Mayo Clinic, one of the world’s top medical institutions, have benefited a lot from the cooperation between the two well-established institutions. The fight against COVID-19 knows no borders. The two sides have maintained close cooperation despite the severe pandemic. To express their gratitude to the WCH for their help in the pandemic, Mayo Clinic made and sent the “friendship plaque” from the United States.

梅奥与华西的合作远不仅于此。自2014年起，华西与梅奥双方逐步在重症医学、急诊医学、呼吸病学、放射医学、实验医学、骨科学、消化病学和信息化建设等多个学科开展了广泛的学术交流。

Their partnership goes far beyond that. Since 2014, they have gradually carried out extensive academic exchanges in critical care medicine, emergency medicine, respirology, radiology, experimental medicine, orthopedics, gastroenterology and information technology application.

其间，双方的互访交流十分频繁。华西领导曾多次带队前往梅奥进行访问，40多名华西医生曾赴梅奥访问学习。梅奥以重症医学多学科协作中心以及急诊科为代表的医疗团队积极响应，6次组队前往华西访问，包括重症、急诊、泌尿外科、实验医学等多个领域的60多位梅奥专家来到成都，与华西同行进行了深度交流，部分专家受聘为医院名誉教授和指导专家，并参与短期临床指导等工作。

During the period, the two sides have paid very frequent exchange visits to each other. The leaders of the WCH have led teams to visit Mayo Clinic for many times, and more than 40 doctors from the WCH have visited and studied at Mayo Clinic. In active response, Mayo Clinic’s medical teams, represented by the emergency department and the multidisciplinary collaborative center for critical care medicine, visited the WCH for six times. More than 60 experts in critical care, emergency care, urology, experimental medicine and other fields came to Chengdu to have in-depth exchanges with their counterparts in the WCH. Some experts have been engaged as honorary professors and instructing experts of the hospital, and participated in short-term clinical guidance and other work.

华西梅奥联合举办多届“华西-梅奥国际重症医学大会”（至2020年已举办五届）、“华西-梅奥急诊论坛”（至2020年已举办三届）。经过双方团队的共同努力，两个会议均已逐步发展成为享誉国际的重要学术交流平台以及业界知名的高端学术品牌。

They have co-hosted many sessions of the West China-Mayo International Forum of Critical Care Medicine (five by 2020) and the West China-Mayo Emergency Forum (three by 2020). Through the joint efforts of the two sides, both conferences have developed into internationally renowned important academic exchange platforms and well-known high-end academic brands in the circle.

双方联合发表论文超过百篇，发表期刊有LANCET ONCOLOGY，PNAS，MOLECULAR CELL，HEPATOLOGY等国际著名学术期刊。2019年10月，华西医院步宏、包骥团队向梅奥合作团队转化了具有自主知识产权的研究成果全血灌流生物人工肝系统以及流化床生物反应器。两项研究成果将整合到梅奥合作团队研发的SRBAL（肝细胞球具体储灌生物型人工肝）系统中，以对这个目前国际上公认最先进的BAL系统之一进行改良及优化，并降低成本以惠及数以千万计的肝衰竭患者。

The two sides have jointly published over 100 papers in Lancet Oncology, Proceedings of the National Academy of Sciences of the United States of America (PNAS), Molecular Cell, Hepatology and other world-renowned academic journals. In October 2019, the team led by Bu Hong and Bao Ji of the WCH transferred the research results of the bioartificial liver system through which whole blood can be perfused and the fluidized bed bioreactor with independent intellectual property rights to the team of Mayo Clinic. The two research results will be integrated into the Spheroid Reservoir Bioartificial Liver (SRBAL) system developed by the cooperative team of Mayo Clinic to improve and optimize one of the most advanced BAL systems in the world and reduce costs to benefit tens of millions of people with liver failure.

Cooperation and exchanges between the WCH and Israel

“取长补短、合作共赢”是华西对外合作交流的主旋律。华西的国际合作与交流不局限于一国一地，以色列作为“一带一路”上的重要国家，是华西的重点合作对象之一。

“Learn from each other’s strengths and carry out win-win cooperation” is the main theme of the WCH’s international cooperation and exchanges. The WCH’s international cooperation and exchanges are not limited to one country or place. As an important country along the Belt and Road, Israel is also one of its key partners.

2017年1月，在以色列驻成都总领事馆的协助下，华西组织了一支来自急诊科、灾害与救援应急办、重症医疗科、康复科、骨科、院办的8人团队，前往以色列参加IPED第五届卫生系统应对防范大规模突发事件国际研讨会，学习和分享在应急和灾难救援实践中的经验和教训，参观访问了当时全球唯一一个由WHO认证的3类（最高等级）应急医疗队（EMT Type 3），为华西的应急医疗队建设起到了积极的推动作用。2018年5月，由华西牵头筹建的国际应急医疗队（中国四川）接受了世界卫生组织专家团队的认证评估，正式通过世界卫生组织EMT Type 3认证，成为全球第十五支应急医疗队，同时也是全球第二支、中国第一支世界最高级别的3类应急医疗队。

In January 2017, with the assistance of the Consulate General of the State of Israel in Chengdu, the WCH organized a team of eight people from the emergency department, disaster and rescue emergency response office, critical care department, rehabilitation department, orthopedics department and hospital office to attend the 5th International Conference on Preparedness & Response to Emergencies & Disasters (IPRED) in Israel. The team learned and shared the experience and lessons in the practice of emergency response and disaster rescue, and visited the world’s only EMT (Emergency Medical Team) Type 3 (the highest level) certified by the WHO at that time, which helped the WCH boost the construction of an EMT. In May 2018, China International Emergency Medical Team (Sichuan), whose establishment the WCH initiated, was assessed by the expert group of the WHO and formally certified as an EMT Type 3, becoming the world’s 15th EMT, as well as the second and the first EMT Type 3 in the world and China respectively.

此外，华西还与以色列排名第一、世界排名第九的舍巴医学中心（Sheba Medical Center, 以下简称“舍巴”）逐步建立起了合作伙伴关系。2019年6月，华西参加在海口举办的由中国医院协会主办的2019 “一带一路”国际医疗·健康合作推进会，会上与舍巴签署合作项目书。2020年12月，华西与舍巴举办了新冠肺炎疫情暨呼吸道传染病防控主题视频交流会，会上双方签署了谅解备忘录，准备以建立姊妹医院为基础，开展在医疗服务、医学教育和医学科研的全方位合作。2021年7月，华西再次与舍巴等以色列机构举办“2021四川-以色列后疫情时代线上医疗交流活动”，推动在康复、大数据、智慧医疗等领域建立常态化的交流机制，共同促进相关行业的协同发展，并讨论了如何建立“一带一路”医联体平台以及学科联盟等。

In addition, the WCH has gradually established a partnership with Sheba Medical Center, which ranks first in Israel and ninth in the world. In June 2019, the WCH participated in the 2019 Belt & Road International Healthcare Cooperation Promotion Conference, hosted by Chinese Hospital Association in Haikou, where the two sides signed a cooperation project document. In December 2020, the WCH and Sheba Medical Center held a video conference on prevention and control of COVID-19 pandemic and respiratory infectious diseases, during which the two sides signed a memorandum of understanding to carry out all-round cooperation in medical services, medical education and medical research based on the establishment of sister hospitals. In July 2021, the WCH held 2021 Sichuan-Israel online medical exchanges in the post-epidemic era with Israeli institutions including Sheba Medical Center to facilitate the establishment of regular exchange mechanisms in the fields of rehabilitation, big data and smart medical care, jointly promote the collaborative development of related industries, and discuss how to establish the Belt and Road medical alliance platform and discipline alliances.

全球化是不可逆的历史大势，必将浩荡前行。虽然当今国际局势多变，但人类卫生健康共同体的目标始终不变。华西将与国际合作伙伴继续紧密合作、深入交流、充分协作，在应对全球重大公共卫生事件、重大疑难疾病以及医疗数字化革命等多方进行深度合作，必将为人类健康提供更加高质和先进的服务。

As an irreversible historical trend, globalization is bound to move forward with great momentum. Despite the changeable international landscape, the goal of a global community of health for all remains the same. The WCH will continue close cooperation, in-depth exchanges and full collaboration with international partners, and deepen cooperation in response to major global public health events, major difficult diseases and digital healthcare revolution, so as to provide more premium and advanced services for human health.
